On September 23, 2016, the City of Madison Police Department received a call to Walmart. While at Walmart on an unrelated call, Patrolman Kyle Cutshaw was advised by a Walmart employee of a vehicle in the south end of the parking lot that had its headlights on and had been there for over two and a half hours.
Cutshaw made contact with a female occupant in the car, later identified as Jessica A. Napier, age 39 of Madison. Cutshaw had a previous encounter with Napier approximately a month ago where Napier had admitted to being a methamphetamine user. Cutshaw read Napier her rights and requested to search her car. Napier waived her rights and stated Cutshaw and Captain Rick Mundt could search her car.
During the search, Mundt located a syringe that had a clear clear liquid substance. The substance field tested positive as methamphetamine. Napier was taken into custody without further incident and transported to the Jefferson County Jail
