On December 29, 2015 Detective Jonathon Simpson, Kurtis Wallace, and Detective Tyson Eblen with the Madison Police department were driving east on Second Street near Rulers in an unmarked police vehicle when they noticed a male subject, later identified Andrew Jones AGE 37, exiting the west loading dock door carrying a 30 pack of Busch beer. Andrew turned south and looked back towards the store as he walked. Officers knew that there is not a register near that door, and it isn’t a normal exit for customers. Detective Eblen turned south down the alley to get closer, Andrew stopped and turned toward the police vehicle. Detective Simpson and Detective Wallace exited the vehicle and identified themselves as police officers. Detective Simpson asked Andrew if he paid for the beer. Andrew sat the beer down in the middle of the alley and started walking south. Detective Simpson told him that he was resisting. Andrew then started to run south. Detective Wallace and Detective Simpson gave chase.
Detective Eblen picked up the beer and placed it in the vehicle and drove to assist Detective Simpson and Detective Wallace who continued chasing Andrew. Andrew continuing running, traveling south through yards and into the parking lot of Valley Manor on Mulberry Street. Andrew then ran north on Mulberry Street. Detective Wallace and Detective Simpson were able to stop Andrew at Mulberry and Second Street. Detective Eblen also arrived to assist. Andrew continued to resist officers after several commands to place his hands behind his back. Andrew was placed into handcuffs. and transported to the Jefferson County Jail by Ptl. Shawn Scudder. According to Ptl. Scudder, Andrew stated that on the way to jail, Andrew stated that his brother made him steal the beer.
