On Sunday, February 7, 2016, Central Dispatch advised MPD officers that police officers in Kentucky
were in pursuit of a green Ford Explorer which they believed may travel into Madison. Senior Patrolman
Ricky Harris was on US 421 and observed a green Ford Explorer traveling north bound up 421 in the
south bound lane. Harris joined in the pursuit with the Kentucky police officers.
At the top of the hill, Deputy Josh Cochran of the Jefferson County Sheriff’s Office was able to deploy his
stop sticks. The stop sticks were effective in getting the Ford Explorer to stop. There was only one
occupant in the vehicle and he was identified as Kevin L. Bartram, age 48, of Carrollton, Kentucky.
Bartram was taken into custody. Bartram was found to be in possession of controlled substances.
Based on Bartram’s behavior and actions, officers believed he was under the influence of narcotics. A
search warrant was obtained for Bartram’s blood for further forensic testing. The search warrant was
executed at the Kings Daughters Hospital. Bartram was then taken to the Jefferson County Jail without
further incident. Bartram is charged with: OWI; OWI Endangerment; Resisting by Fleeing; Criminal Recklessness with a Vehicle; Possession of a Controlled Substance.
